NSW:O'Farrell praises police for Pulver arrest
SYDNEY, Aug 16 AAP - NSW Premier Barry O'Farrell has congratulated police on the arrest
of a man over the Madeleine Pulver bomb hoax, saying it was a reminder to criminals that
"you can run but you can't hide".
Australian Paul "Doug" Peters, 50, was arrested near Louisville in Kentucky on Monday,
following the Mosman schoolgirl's 10-hour ordeal with a bomb strapped to her neck earlier
this month.
Mr O'Farrell on Tuesday praised the NSW Police Force, which he said had "again demonstrated
its professionalism and dedication".
"The early breakthrough in this case is a terrific result for the NSW Police and will
no doubt be a relief for the Pulver family who have conducted themselves with dignity
throughout this ordeal," Mr O'Farrell said in a statement.
"Today's arrest also delivers a message to any criminals or would-be criminals - the
NSW Police will go half way around the world to get you if necessary.
"You can run but you cant hide."

Qld: Ex-Energex boss denies child sex allegations
Former Energex chairman ROSS DUNNING has denied he climbed into a bed and sexually
assaulted a teenager .. in central Queensland almost 40 years ago.
The 64-year-old has pleaded not guilty in the Brisbane District Court to five counts
of unlawful indecent assault .. allegedly committed in 1968 at his house in Gladstone
against a then 16-year-old boy.
Under cross-examination today .. DUNNING has dismissed an allegation he returned home
late from work to find the boy .. who lived next door .. in a bed in his house.
Prosecutor BRENDAN CAMPBELL has told the court the boy .. now aged 54 .. stayed over
at DUNNING's wife's request .. because she hadn't wanted to be alone.
But DUNNING's told the jury the boy never stayed over while he was at home .. and that
he never climbed into the boy's bed naked before sexually assaulting him.
He has admitted tutoring the teenager for his electrical apprenticeship .. and says
it's possible they could have been alone together at these times.
The hearing continues before Judge MILTON GRIFFIN.

SYDNEY, April 19 AAP - War veterans preparing to commemorate Anzac Day in Sydney have
cast doubt on women serving on the frontline.
One retired soldier said he'd rather be shot than see females in combat.
The Australian Defence Force (ADF) plans to open up all frontline jobs to women as
part of its response to the Skype sex scandal at the Australian Defence Force Academy
(ADFA).
"I'd stand up and be counted and rather be shot than have them working on the frontline
of the infantry, certainly not," Brigadier (retired) Olof Isaksson MC, 93, a World War
II veteran who fought in the 1941 Siege of Tobruk, told AAP.
"I'm totally opposed to women on the frontline.
"Conditions are impossible for them, no privacy, no latrines and I think it downgrades
the status of womanhood to suggest they should be in the frontline.
"I don't care about ... other people that do (allow women on the frontline). They don't
pay women the same respect that we do."
Anne Bonner, NSW president of the War Widows' Guild of Australia, said she had mixed
feelings, but cast doubt on the physical ability of women to serve on the frontline.
She said most older war veterans were opposed to the move.
"Women should be able to do everything they think they can do, as long as they have
the skills and as long as they can do the same as a male can do, I don't know about on
the frontline," Ms Bonner told AAP, speaking in a personal capacity.
"I assume some of them could but I have mixed feelings about it myself.
"If they are strong enough to carry the same packs as the men ... I suppose."
Bob Crosthwaite, OAM, acting state president of the NSW Returned and Services League
of Australia (RSL) gave conditional backing to women in frontline combat.
Mr Crosthwaite served in Malaysia and Vietnam.
"It is a personal view and the view of many others that if a person is selected into
the defence force, they meet a criteria," he said.
"If they meet their obligations during recruit training and training all the way through
to the frontline, I have no objections to that."
He said the NSW RSL was "disappointed" by the Skype incident, which has sparked six
separate inquiries into ADF culture.
It involved a first-year female recruit at the Australian Defence Force Academy being
secretly watched having sexual intercourse.
"We are disappointed at what has happened in the last few weeks in the lead-up to ANZAC
Day and the commemorations," Mr Crosthwaite said.
"We do support the ADF in all the outcomes of the inquiries, that is most important."
The NSW RSL announced on Tuesday that Corporal Benjamin Roberts-Smith VC MG, Australia's
most recent Victoria Cross recipient, will march with the SAS Association in Sydney on
ANZAC Day next Tuesday.
"It is very special, it is the acknowledgment of what the Australian troops have done
overseas and that particular VC has very strong merits," Mr Crosthwaite added.
Sydney's ANZAC Day commemorations begin with a dawn service at 4.30am (AEST) in Martin
Place and continue to the sunset service at the Cenotaph, also in Martin Place.

19 January 2011 - The Swiss takeover board said today it has approved the public offer made by Werner Dubach for the outstabding stock of Swiss provider of colour management solutions Datacolor (SWF:DCN).
The takeover board has concluded that the offer meets all the legal requirements.
In December 2010, Dubach, who is chairman of Datacolor's board of directors and investor in the company, offered CHF438.40 (USD456/ EUR338.31) per share. The offer will run between 3 February and 2 March, after which it can be extended. Dubach, who currently owns a stake of 33.25%, plans to raise his voting rights without targeting a specific amount for his shareholding.
According to today's data, Datacolor's board of directors considers the offered price reasonable but decided not to issue a recommendation to shareholders.

Fed: Australians sick of healthcare excuses, Rudd says
SYDNEY, April 14 AAP - Australians are sick of hearing excuses about delays in reforming
the nation's healthcare system, Prime Minister Kevin Rudd says.
Mr Rudd and NSW Premier Kristina Keneally stood side by side at Gosford Hospital, on
the NSW Central Coast, to announce funding for cancer services in the area.
After long talks with the prime minister on Tuesday night and Wednesday morning, Ms
Keneally said, negotiations about health reform were continuing but but all premiers and
first ministers accepted that a change was needed.
Victorian Premier John Brumby appears to be the major sticking point in the negotiations
between the states and commonwealth.
He says the reform plan will take his state backwards and there is no hope of an agreement.
But Mr Rudd said failure to reach agreement at next week's Council of Australian Governments
(COAG) meeting would be bad for doctors, patients and families.
"You know something else, people right across our country are sick and tired of excuses
for delay on fundamental reform to the health and hospitals system," Mr Rudd told reporters.

Broadband and telecoms company Verizon Communications Inc (NYSE:VZ) is increasing the storage capacity of its Online Backup & Sharing (VOBS) service plans, the company announced on Wednesday.
The capacity will be increased without raising the service's monthly rates.
Customers will now have access to 5GB of storage capacity for USD1.99/month (previously 1GB); 25GB for USD4.99/month (previously 5GB); 50GB for USD6.99/month (previously 10GB); 150GB for USD12.99/month (previously 20GB); and 250GB for USD19.99/month, which is five times the storage capacity of the previous highest-capacity offering of 50GB for USD30.99/month).
VOBS users are able to share files such as personal photos and videos with friends and family, or share documents and files with business associates.
A free 250MB VOBS account is available to Verizon broadband customers.

Fed: Trial bionic eye could be just two years away

CANBERRA, April 22 AAP - A trial bionic eye could be just two years away after a $50
million funding injection from the federal government.
Prime Minister Kevin Rudd released his response to the 2020 summit in Perth on Wednesday.
He promised $50.7 million of grants over four years into the development of a bionic
eye - a process to be administered by the Australian Research Council (ARC).
A bionic eye would help people who have a degenerative eye diseases, like age-related
macular degeneration (the loss of central vision) or diseases, like retinitis pigmentosa
(a group of genetic eye conditions).
It would initially be used as a navigation aid for people who are completely blind
and as the technology improves, it could then help people read large print and recognise
faces.
Bionic Vision Australia (BVA), based in Melbourne, brings together the talents of the
country's leading biomedical engineers and researchers who were involved in the development
of the Cochlear ear implant.
BVA director Tony Burkitt says the group is carrying out bio-capability and safety
studies into a bionic eye and will bid for a slice of the federal funding.
"We expect to be able to have our first trial implant within two years of getting the
funding," he told AAP.
"We expect within four to five years of being able to have something that's to be commercialised
and used clinically."
Professor Burkitt said the federal funding would push the development of a bionic eye
forward but more capital would be required to take the project into commercialisation.
"This is really the base, core funding that enables us to do the research and take
it through that testing in patients and making sure that it's clinically viable," he said.
The funding would enable Australia to catch up to advances in the United States and Germany.
"This is the sort of funding we need to be competitive internationally," he said.
"Our experience with the Cochlear implant indicates that it's the technology and ability
to be able to implement that in a clinical setting, which could give us the edge.
"Cochlear Limited wasn't the first company to bring out a bionic ear, yet they dominate
the world market today."
Innovation, Industry, Science and Research Minister Kim Carr said the investment would
help Australia stay at the forefront of bionic research and commercialisation.
"Other significant benefits will flow from further research into medical devices and
the mechanical and software systems used to control them," he said.
The grants program is still under development and dates relating to the application
process are yet to be finalised.

Qld: Tourism numbers down, worse to come
Tourism representatives say the Australian industry was already suffering before the
global financial crisis .. and operators are bracing for a further downturn next year.
According to the latest National Visitor Survey .. the number of domestic visitors
in Australia was down 4.2 per cent over the September quarter .. compared to the same
period last year.
Peak industry group TTF Australia says the results are in line with a four per cent
drop in visitors over the past 12 months.
But TTF executive director OLIVIA WIRTH fears the global financial crisis will contribute
to a further drop in visitors next year.
However she hopes a drop in prices across the board will attract holidaymakers and
has urged Australians to take advantage of their annual leave.

FED: Darwin feels tremors from Banda Sea earthquake
CANBERRA, April 3 AAP - If Darwin residents felt the earth move early today it was
because of an earthquake in the Banda Sea region.
Geoscience Australia says the earthquake, measuring between 6 and 6.2 in magnitude,
occurred 500 km north of Darwin at 6.10am (AEDT).
"A person from the Bureau of Meteorology in Darwin rang me five minutes after the quake
and said 'Oh what's happened'," Geoscience Australia seismologist David Jepsen told AAP.
Mr Jepsen, based in Canberra, said the quake was more likely to have been felt by people
living in office or apartment blocks.
The earthquake was 200 km deep and "fairly small" for a quake on the plate margins, he said.
"For a plate boundary earthquake this isn't very large," Mr Jepsen said.
"You have to get into the mid-7s or 8s to be getting large."
The seismologist said earthquakes in the Banda Sea were typically felt in Darwin.
Several months ago Darwin experienced a number of similarly-sized earthquakes.
"Darwin just happens to be in a good place to feel the earthquakes," he said.

Sacked NSW government minister MILTON ORKOPOULOS .. who's been charged with more than
50 child sex and drug offences .. has been refused bail for the second time in a week.
ORKOPOULOS has been in custody since Monday .. after detectives laid 21 fresh charges
relating to a 16-year-old boy.
The teenager allegedly told police he had sex with ORKOPOULOS .. and was given drugs
by the former Aboriginal affairs minister between 1995 and 1996.
Newcastle Local Court Magistrate RICHARD WAKELY has refused ORKOPOULOS bail .. saying
the alleged statement of facts showed a propensity "for a type of sexual behaviour".

Vic: Boffins battle destructive crop plant moth
MELBOURNE, Aug 9 AAP - Australian scientists spearheading the fight against the world's
worst agricultural pest say the first step is to get to know their enemy - intimately.
So intimately, in fact, that the key to beating the helicoverpa amigera moth - or cotton
bollworm - could lie in the moth's genome sequence, say experts from the Melbourne-based
Bio 21 Institute.
Associate professor Phil Batterham said a mere $10 million investment is all it would
take for agricultural biotechnologists to unravel the genetic make-up of the moth, which
infests more than 100 species or crop plants around the world.
"You wouldn't normally go to war against such an enemy without knowing where he's vulnerable,
what his defences are, and who our allies are," said Prof Batterham, who presented bollworm
research at this week's Agricultural Biotechnology International Conference in Melbourne.
"But that's what we do in fighting this pest - much of the intelligence we need is
contained in the genome sequence."
Biotechnologists say the genome could be screened to determine what genes make the
bollworm resistant to pesticides, and where the pest is most vulnerable to attack.
The genetic data could also be used to understand the bollworm population and track
its movements in order to better plan an effective attack.
The Bio 21 Institute team, which has identified the genetic basis of resistance to
some insecticides, has carried out research in India, China and Pakistan aimed at practical
measures to reduce insecticide use against the bollworm.
A program involving more than 1,000 field workers in India has resulted in the use
of insecticides being halved and boosting crop yields by 11 per cent, which in turn has
led to a 75 per cent increase in profitability.
"We had all the gumboot experience of fighting the bollworm in the field," Bio 21 team
member Dr Derek Russell said, "but not the laboratory back-up we needed, the edge that
biotechnology can give us".

SYDNEY, April 3 AAP - When NSW Premier Morris Iemma took over the reins of government
last August, so little was known about him that his self-promotional advertisements explained
how to pronounce his name.
Now they trumpet his government's political achievements.
Almost a year before the next election, NSW residents were today subjected to the first
electioneering salvos in a $200,000 Labor Party ad campaign, when they switched on to
breakfast commercial radio.
The ads said Mr Iemma abolished vendor duty for property investors, reached an agreement
to reduce proposed taxes on poker machines in clubs, made school report cards simpler
to understand, and outlined his plans to hire an extra 750 police.
Opposition Leader Peter Debnam today said Labor's latest ad campaign, so far from the
election, showed it was in big trouble.
"When the government's in such difficulties that they have to throw $200,000 at an
advertising campaign, I think it speaks for itself," he told reporters.
Mr Iemma defended the ads.
"(It's) a very short message outlining some of the achievements of the last eight months,"
he told reporters.
Meanwhile, Mr Debnam appeared to backtrack on comments he made that suggested he might
try to form a minority government if he failed to win a majority of seats at the election.
Asked on ABC radio if he could work with the state's seven lower-house independent
MPs if the election result was inconclusive, Mr Debnam said: "I can work with anybody."
But he later said the coalition was focused on winning the 16 seats it needed to form
a majority government.
"We need to win 16 seats and I'm focused on winning 16 seats," he told reporters.

CANBERRA, Aug 2 AAP - A High Court challenge to the federal government's proposed takeover
of state industrial relations systems will be discussed by state IR ministers on Friday.
Ahead of the meeting, Victorian Premier Steve Bracks said today there was a very strong
chance a High Court challenge by the Labor leaders would go ahead.
NSW's newly installed Premier Morris Iemma also indicated he would be continuing former
premier Bob Carr's fight against the labour reforms and warned he would consider a High
Court challenge.
The NSW union movement, which has been most strongly promoting a challenge, expressed
confidence its case was growing stronger as time passes.
Prime Minister John Howard has signalled he will use the corporations power under the
constitution - which gives the Commonwealth the right to make laws in respect to trading
or financial corporations - to usurp up to 90 per cent of workers tied to state awards.
But Mr Howard today shrugged off the threat of High Court action, saying his government
had been a better friend to working Australians than any Labor government had been.
Mr Bracks said Labor states wanted to protect the rights of the nation's workers.
"Other states have a similar resolve to the resolve here in Victoria," Mr Bracks said.
"That is, we want to protect working families. We want the economy working for working families.
"We don't believe this protects working families and clearly that's one of the options
open to our state and other state and territory governments."
Unions NSW, which says former Supreme Court judge and NSW attorney-general Jeff Shaw
will front a challenge, believes legal opinion is moving towards the unions' view on a
challenge.
The council believes the perceived conservative nature of the High Court panel might
actually work in unions' favour, due to the radical nature of the suggested reforms, using
a slimly related aspect of the constitution.
"Clearly there are limits to corporations power with respect to industrial relations,"
council secretary John Robertson said. "The question is where those lines lie.
"Our advice is that the government's going to have to tread very carefully with drafting
this legislation."
The council cannot act on a challenge until the government releases its legislation.
The Victorian government also moved today to protect the awards and conditions of the
250,000 workers on the state payroll from the federal changes, due before the end of the
year.
This was despite the fact that Mr Bracks admitted the state government was powerless
to protect the 90 per cent of Victorian workforce in the private sector.
Mr Bracks said the federal government did not have a mandate to change the unfair dismissal
laws, nor to strip away entitlements and conditions.
Matters like long service leave, superannuation, jury service and notice of termination
will be removed from awards under the planned changes.
For that reason, the Victorian government will retain all existing elements within
its employees' workplace agreements.
"Those rights, those minimum conditions under awards, will be stripped away under the
industrial relations system which is being proposed by the federal government," he said.
Mr Howard said that as far as a High Court challenge was concerned, the states could
do what they like.
"The last government would wage war on the working men and women of Australia is my
government, the workers of Australia have been better off under my government than they
were ever under a Labor government."

The company, whose name is well known to savvy sports bettors who monitor its lines on the Internet, heretofore had a policy of declining new customers who wished to open post-up accounts.
However, after years of operating as arguably one of the largest and most successful independent sports betting business in this hemisphere, Grande is responding to popular demand that it offer service to a wider audience. Grande Sports will specialize in handling action from casual and recreational players via the Internet.

Since its first day of operation, Grande earned a reputation for taking on all comers, paying customers promptly and providing quality service to a most discriminating and demanding market. "The sharp professionals and syndicates all bet with us," said Purcell.
This is in contrast to many offshore sportsbooks which sharply limit or refuse such business. These bookmakers prefer to exclude wiseguy action because of their proven negative impact on the bottom line. Las Vegas sportsbooks are notorious for adhering to this policy.
Grande, which is run by seasoned professionals, is successful, explained Purcell, because, "We move our numbers according to the play we get, back and forth. You have to stay on top of it, but the business has worked out well for us."
Grande believes it will deliver a new level of service and stability to the offshore gaming industry. Unlike some books, which try to discourage sharp action during the baseball season, Grande Sports is dealing a true 10-cent line to baseball bettors. This policy of fair vig will be reflected throughout its wagering menu.
One unique innovation to be implemented by Grande Sports will be a monthly public statement of its post-up funds held in an escrow account, verified and authenticated by a leading audit firm. "A full 100% of our players' deposit monies will be held in escrow, at all times," said John Kellogg, administrative director. "Grande will never use players' deposits to float advertising, administrative or any other costs."

Many of the offshore sportsbooks are located in the Caribbean and Central America. In Costa Rica, for example, sportsbooks generate more employment than the Intel Corp., according to Costa Rican Electronic Betting Association president Eduardo Agami. "About 4,500 locals work in this industry which is not only an economic windfall, but also is a tremendous incentive for workers who seek jobs with a future," he stated.
The U.S. market is targeted since the only location where legal sports wagers may be placed by residents is in Nevada sportsbooks.
The notion of servicing American sports bettors from far away jurisdictions took a little while to catch on. But today, tens of thousands of customers routinely wager on sports with offshore bookmakers.
To quantify sports betting and put it in perspective, we'll cite data that was made public during congressional hearings on proposed anti-gaming legislation.
Witnesses testified that the amount of illegal sports betting that is handled annually in the U.S. is $350 billion. Compare that figure with the mere $2.5 billion in legal sports wagers taken in by Nevada sportsbooks.

Yes, there is - but you have to ask for it. The broker I use told me that discounts are available when you hold multiple polices with insurance companies but they are not going to volunteer the information because they are in the business of making money. They're also not going to make it easy if you need to make a claim.
A good broker, on the other hand, will arrange discounts for you which you are entitled to but may not be aware are available. If you hold multiple policies with the same company, including your life insurance, further price adjustments can be made. The benefit of using a broker is that they can give you
the best rates across a platform of different insurance companies, making sure you get the best deal on all of your insurance products. It is a fact that you will not get the best deal on all of your insurance products from the same insurance company.
What may look good in
payment terms for the policy may not be so good if your level of protection is poor. Furthermore, as the broker is keen to keep your business in future years and get paid again when you renew your policies, it will want to make sure that any claims you submit are actually paid out. Obviously, if you make a claim that is turned down, you are not likely to renew the policy. The broker should have enough experience to be able to tell you if you have an eligible claim under the policy. The one I use does.

You are obviously not rushing into this, which is a good start. The question I ask you is: Would you pay dhs6,000 a month in rent to live in the same apartment?
It seems like a reasonable deal to me. As for whether it is the right time or place to buy, I've not heard of anyone losing money when they sold their property in Dubai. Also, the closer to the developer you get on purchase, the better the returns. I have heard about plenty of people who have lost their deposits because they couldn't complete on the purchase. A contract to purchase here will include an irrevocable agreement whereby if you fail to complete the purchase, you will lose your deposit. One good developer is reasonable enough to allow you to transfer the deposit to another property if done within 12 months of failing to complete on the initial property. Failing to complete on the purchase can be down to a number of reasons. You must make sure you can get the mortgage before you part with your deposit, irrespective of what the seller is telling you.
Lenders are not willing to put their money at risk on some developers, so you need to be very careful.

The European Commission opened a consultation, on 16 May, on one of the hottest topics in the digital realm today: cloud computing'. This technological development enables companies, using networks such as the internet, to access their data and software on someone else's computers(networks). This can help businesses to drastically reduce information technology costs by making more efficient use of hardware.
Commissioner Neelie Kroes (Digital Agenda) has stressed her intention to take action on an EU scale, namely to establish a legal framework for data protection for businesses and public administrations using cloud computing. She is thus "inviting all interested parties, in particular cloud developers and cloud users, to explain their experience, needs, expectations and insights into the use and provision of cloud computing".
The survey focuses on four areas: data protection and liability questions, in particular in cross-border situations;aother legal and technical barriers that can slow down the development of cloud computing in Europe; potential standardisation and interoperability solutions;auptake of cloud services, in particular by SMEs; and ways to promote research and innovation in cloud computing.
Companies such as Hewlett-Packard, IBM, Cisco and Microsoft already offer such services. Yet, as interviewed by Giles Hogben - author of a report by the European Network and Information Security Agency (ENISA) published on 20 November 2010 - several heads of businesses, academics and government experts asked: "How can I be certain that I can trust a service provider when it comes to my data and, in some cases, my whole business structure?"
Following the consultation, the Commission will present the EU's strategy in 2012.

Cash Rules Small Payments in Australia.(Cards)(Brief article)

Cash, not cards, remains the most widely used payment instrument in Australia for low-value payments, a study for Reserve Bank of Australia concluded.
Cards, however, dominate midvalue payments ranging from $55 to $548.
Moreover, the use of credit cards grows relative to debit cards as the transaction value increases, according to Malcolm Edey, the central bank's assistant governor of financial systems.
Mrinalini Manral, an independent banking analyst in India, said the data implies that Australians would rather use bank cards for most purchases than make multiple visits to automated teller machines for cash.
Roy Morgan Research, an Australian firm, conducted the study, surveying 1,200 households in October and November.
Participants kept a diary of their payments over a one-week period and were asked about their attitudes toward newer payment methods not covered in the diary, such as contactless or mobile payments.
Only 3% reported having made a contactless payment in the previous month, and less than 10% had ever made a mobile payment, the study found.
Of the 90% of respondents who had access to the Internet, 80% reported having made an online purchase, 60% reported having done an online funds transfer and 60% said they paid most of their bills online, according to the study.

The great QOS debate. (quality of service)
When congestion clogs a freeway or interstate highway, the typical response is to add more lanes. But that usually provides only temporary relief; drivers adjust to the additional capacity by changing their driving habits to take advantage of the new concrete. The all-too-familiar result: The highway rapidly becomes congested again.
Networks aren't much different. It seems whenever new capacity - bandwidth - is added, users quickly learn how to exploit it; soon, as a practical matter, it disappears. This seems to be especially true for Internet/intranet services, where new multimedia applications are creating a virtually insatiable demand for bandwidth.
Just as our freeway designers are establishing special carpool and bus lanes to minimize the contention for space along our highways, network designers are showing considerable interest in creating separate "lanes" for communications. To create these lanes, techniques like traffic prioritization, bandwidth reservation and multiple service levels are being implemented.
But in networking, it is not enough to just get the traffic to its destination; the quality of the delivery matters. The network must provide the right end-to-end delay, delay variation (jitter), error rate and, of course, bandwidth, for each type of data. A number of alternatives exist to support multiple service levels within enterprise networks, and they have a major influence on the type of network architecture that should be deployed.
Service Quality Mechanisms
As multiple types of applications and data traffic - like Web browsing, transaction processing, large file transfers and messaging - contend for bandwidth, there's a growing recognition that different levels of service are going to be required. Otherwise, the performance of critical business applications will be adversely affected by Web downloads, advertising broadcasts (e.g., Point-cast) or other "less essential" traffic that will "steal" bandwidth.
This situation will become worse as browsers like Netscape Navigator and Microsoft Internet Explorer incorporate desktop voice, video or other collaboration technologies (like Microsoft's NetMeeting). These capabilities will create major bandwidth and/or latency demands.
As a result, the debate regarding what technology to use within the enterprise backbone - IP frame switching vs. ATM cell-based transmission - has become more heated. The alternatives are being compared based on how each delivers multiple levels of network service, and while both support quality of service, there are important differences in how the support is provided.
ATM Quality of Service (QOS) capabilities and standards have been championed by the ATM Forum. The ATM standard's inherent QOS feature, found on ATM switches and Network Interface Cards (NICs), can deliver multiple network service levels. Depending on the device, the list includes CBR (constant-bit-rate), VBR (variable-bit-rate), ABR (available-bit-rate) and UBR (un-specified-bit-rate) services.
For IP-based networks - e.g., Fast Ethernet backbones the Resource Reservation Protocol (RSVP) may be used. RSVP is a Level 3 protocol implemented in routers or Level 3 IP switches, and applications use it to request special handling for certain types of traffic. Hosts use RSVP to tell routers to reserve the necessary resources for each traffic "flow." RSVP is being championed by the Internet Engineering Task Force (IETF).
Frame switch and router vendors are promoting RSVP so users won't be forced to implement cell-switching-based ATM to obtain multiple service levels. There is an RSVP implementation in the latest version of Cisco's IOS, and all of the major router vendors are expected to include RSVP in products by late 1997.
However, there are some limitations that RSVP products will contend with for some time. The RSVP standard includes three types of service - Guaranteed, Predictive Delay and Controlled Delay - in addition to the familiar "best effort" service. But initially, many vendors will support only RSVP's Guaranteed service, which provides static allocation of bandwidth analogous to how time-division multiplexers operate.
How They Stack Up
RSVP and ATM QOS differ in how each establishes a particular quality of service. RSVP can create a quality level anytime, once a traffic flow has been established. It also periodically refreshes (or reconfirms) the service level during the call, which makes it possible for a host to change a service level without reestablishing the flow. In contrast, ATM defines the quality level at call setup, and retains that level for the duration of the call.
There are also concerns that RSVP will not scale to Gigabit Ethernet switch speeds and throughput levels. The basis for this concern is that RSVP requires that Level 3 IP packet headers be processed, a task normally performed by routers, which are typically much slower than switches.
In contrast, the high efficiency of ATM's Level 2, connection-oriented switching lets ATM QOS scale to much higher speeds. While many proponents of Gigabit Ethernet argue that multiple service levels aren't important at the gigabit level - there's enough bandwidth to make contention unlikely - experience shows otherwise; traffic loads quickly rise to capacity in most networks.
It is also notable that RSVP's service level "guarantees" may be difficult to achieve, due to IP's "best effort" connectionless service. RSVP lacks ATM's flow control and feedback mechanisms. More important, because IP networks use connectionless datagram routing, changes in routes could cause a change in the quality of service experienced by a particular flow. It will take time for RSVP flows to be "refreshed," and there is no guarantee the new route can provide the needed service quality. Unlike connection-oriented ATM, which can optimize QOS on a "global" basis across multiple hops, each router with RSVP must operate in an uncoordinated, independent fashion.
Thus there is skepticism that vendors will ever be able to "fine-tune" RSVP enough to reliably support isochronous traffic like voice or video with high quality in busy networks. Vendors and the IETF are working hard on this issue and, based on their track record, it's probably not wise to bet against them. But its hard to find people who predict that RSVP router/switch implementations will deliver close to the service level performance of ATM QOS any time soon.
That said, however, it is worth noting that there are very few products that can, as yet, use either standard. Since applications must request the appropriate service levels, a task typically performed at the time connections are established, a standardized network services API is needed that an application can use to signal the network.
Until recently, that API wasn't available, but Microsoft now supports both RSVP and ATM QOS in its latest version of Windows NT. The application can request a service level from the operating system using the Winsock 2.0 API. Moreover, Winsock 2.0 is expected to be added to all future versions of Windows, but before it can become widely used on workstations and servers, developers need to write applications that can take advantage of Winsock 2.0.
Architecture Impact
The choice of RSVP vs. ATM QOS will have a significantly affect network architecture. It will dictate, for example, whether campus or building LANs should be based on Fast/Gigabit Ethernet or ATM switching, and define the role of routing in the network.
Clearly, Ethernet has won the battle for desktop and most server access to the network. Dedicated, switched access eliminates Ethernet collisions, permits full-duplex operation and eliminates contention for bandwidth between the single desktop/server computer and any other devices.
But Ethernet trunks are different - traffic from multiple users must always contend for bandwidth on these links. There is no question that Fast Ethernet trunks are far less expensive than ATM's 155-Mbps trunks; similarly, Gigabit Ethernet trunks promise to cost half or less as much as ATM 622-Mbps trunks.
But trunk cost may be only a small portion of total network cost (relative to access), and may be less important to meeting business objectives than quality of service concerns. Particularly as real-time voice and video migrate to the data communications infrastructure over the next five years, enterprises may require "industrial-strength" QOS capabilities that only ATM can provide. If today' s separate voice wiring and switching infrastructure is eventually eliminated in favor of a multiservice network, a consolidated LAN ATM backbone will become less expensive.
Marrying dedicated switched Ethernet access with ATM backbone trunking can provide end-to-end quality of service. This configuration relies on ATM QOS for backbone services, but uses RSVP as a signaling protocol at the network edge. Workstations and servers issue RSVP service requests over dedicated Ethernet access links to workgroup switches. Based on the RSVP request, the switches forward Ethernet traffic with the right ATM QOS onto the appropriate ATM virtual circuits.
Many vendors offer Ethernet workgroup switches that can support ATM trunks - what's missing is the capability to map RSVP into ATM QOS. Such capabilities can be expected in 1998, once vendors and standards bodies complete their work determining how to convert RSVP service levels into the appropriate ATM QOS levels.
Conclusion
The cost advantages of combining multiple applications onto a single network are well established, but the technology to let SNA, voice, video and Internet traffic to effectively coexist has not been available. Improvements to IP and ATM bring us much closer, but work remains to implement the full capabilities of RSVP and QOS, as well as to permit service mapping between these standards.
If your organization doesn't: need guaranteed quality of service levels, Ethernet backbones and RSVP-based frame switching may be good enough and less costly to implement. However, for those needing guaranteed service levels for mission-critical or time-sensitive applications, ATM-based backbones are actually the more conservative approach.
